1-The reason I max noxious blast first is for early game dominance without running out of mana so fast, which happens when u start spamming E.
2-Thornmail ain't fail, since it is built faster than frozen heart and has that awesome passive. If u reach very late game feel free to swap it into a more costy item like frozen heart or GA.
3-The runes are ideal for massive damage early on (taking 1 bar with each Q hit lv 1 considering u've taken my masteries and a dorans ring). Also, you don't need hp quintessences since u'll be taking the dorans ring. In addition, mana regen runes + doran's ring allows constant Q spamming.

Also, regarding your build:
Per level AP runes suck. For cass you need lv 1 massive dominance, at least pick flat to make it moderately useful.
Also, your 'max E first' idea is horrible since you can't farm minions (cause u're only focusing on single target nuke), and get mana starved very fast, since Q is 15 mana cheaper than E.
Be open to critique and don't go downvoting the build you ripped off in the first place without giving proper credit.

I've seen a good numbers of kass that end up being anything but squishy. If you play your cards right this kind of build can be really lethal. Haven't tested it yet but definitely a good job.

Not a huge fan of mejai's on such a squishy champion but I like the rest of it
eh there are some items you could get instead of it i will add them in my next update thanks for your input though.
I'd like to ask you to jusify buying 3 Needlessly Large Rods when you only build one Rabadon's and one Hourglass.. o_o Not sure if this is a mistake or not, but it seems like it, considering you didn't mention it in the Items Section :P
