I play Jarvan pretty often, and your build seems rather strange to me.
1. The build is more focused towards DPS than towards tanking.
2. You're using
3. No Philo stone. As you said, you're mana hungry. Since you're 9/21/0, you don't have any extra mana regen from masteries or runes. You're going to need a Philo stone, really. Don't underestimate what a Philo stone does for you. You even get most - if not more - gold back when you finally sell it (with the extra passive gold).
Starting with a Regrowth Pendant + potion, then buying a Philo stone pretty quickly really helps out your laning and gives you a small boost in gold.
I also play with 9/0/21 or 0/9/21 depending on the enemy team, because I find Jarvan to be a great initiator, but as a tanking role you need the CDR and such. But that's just my personal choice.
I'm not voting right now, because I'd like to hear your ideas about what me and Jet wrote down. But it's currently leaning to -1, sorry.
EDIT: Even if you build full tank with just one or two dps items, you deal out a ton of damage. I mostly go all tank except for

no regen / no philo stone means your laning is going to suck easily
aegis + frozen mallet + wits end what the ****
no flash = not allowed to make mistakes using your ultimate + no real escape after your e+q. flash also good for making surprising ultimate jumps
don't like the masteries either - why build a dps orientated build but run 9/21?
actually, you said flash is a bad summoner spell, not going to bother commenting anymore
I honestly tried to find some criticism and all I think is missing is a Tactics section showing some tricks&tips. Here's a freebie: Ulti on a melee and flash/charge-less champion, throw down your Standard and charge out. Your giving a kill to your carrys and your still in front of the line and mobile, ready to tank. I know it's not the best use of an Ult, but it is unconventional and surprising.
All in all, Good Job. Seeing this is your first guide, I hope this isn't your last!
