If you die once it's already better than perseverance. 0.5 HP every 5 seconds... it's like a joke. I don't understand why you get ap seals and mana regen blues when actually mana regen seals and ap blues are primary runes. That's just stupid thing : /

Your items should be reordered. Rod of Ages and Morello's Evil Tome are better as early/mid game items as well as the fact that they are better for early levels. Rabbadon's Deathcap is a must, giving you 155 AP and a 30% bonus (unstackable) for ALL your total AP added together. Your masteries , being standard, still isn't good. For spellcasters, you take 3 in Archmage's Savvy, 1 in Crit chance (Or Cripple if you take Exhaust but its unlikely), 4 in Sorcery and one in Archaric Knowledge. The magic penetration is IMPORTANT. As for utility tree, Max good hands and don't take perserverence that much, its not useful. If you heal 30 hp and 30 mp per 10 seconds, in actual fact, perseverence only gives you 4%, which is roughly 1 extra hp/sec or mp/sec. As for most champions, you don't have that high hp/mp per sec as regeneration, but good hands takes off 7 seconds of your respawn timer at lvl 18, which is invaluable as compared to perseverance. With 2135 MP, you have 5% bonus from max mana mastery, which gives 106 extra mana. Seeing that you have no mana-converter item (Manamune converts 2% mana into AD, archangel's staff converts 3% mana into AP), it is not useful as you should have a decent amount of mana to cover up your loss and yet you don't need mana as you have none of them.
