There are just better items for everything that Frozen Heart gives. Don't bother with it.

My experience against Zileans has been the same. Har har har I time bomb you har har har....They're great dmg supports with Time Bomb and the Haste/Slow ability but they plateu off fairly quickly. It's almost better to go CDR/AP build Zilean. Focus on obtaining ~200AP max and then max your CDR ASAP. Buy wards and time bomb the focus in team fights. Spam Rewind. Ulti your friendly target who is low, spam more rewind. Having a large mana pool with which you can constantly keep rewinding and casting abilities. So something like Ionian Boots of Lucidity, RoA, BV, Clacial shroud, MAYBE a deathcap. You'll have solid CDR and a stong mana pool with some durability. IDK I'm not all that good as support champs :/
