I don't actually consider Annie to be OP. I think she's in a great place right now.
Annie is also one of the simpler champions to pick up but her clutch skill set makes her a force to be reckoned with at high end ELO.
Her simplistic learning curve makes her someone you can essentially play from Summoner level 1 to 30 and not ever lose interest in her. Who doesn't love a Flash into tibbers+ignite. I know it's always gratifying when I use her.

Vlad can be stronger than he looks with health regen runes and a regrowth pendant to more health or a hextech gunblade. Great lane sustainability, with no need for mana he never has to leave. He has one of the best tide turning/escape mechanisms as well so he's nearly impossible to gank if played right.
I am talking about ranked play where people have a good idea for the best approach to their champion. I was unpleasantly surprised how much different it was from dominating normal games with Annie.

Nothing game changeing, alot of heroes are unbalanced, i think she was fine without buffs. And she is fine now also.
