Morello's actually a better idea indeed, I just never used it (I just never think about new items!) I'd keep frozen heart though, and replace rabadon's instead because I feel a lil armor is needed if you're gonna be focused plus the AS reduction is just cherry on top. Then again having both would make my cdr runes kinda pointless, I guess I have some more experimenting to do!

I actually use cdr/lvl runes, but I figured flat cdr would help early jungle better...

a few tips for fiddle (jungle and non):
rather than Frozen Heart, think about grabbing [morello's evil tome]]. It still gives 20% cdr, but instead of 500 mana it gives mana regen; instead of 100 armor, you are getting 75 ap (which is better on a caster).
get the cdr per level runes instead. with those, you hit the same as the flat rate ones around lvl 6, but get more than 2x as much end game.
