15% Slow? you mean DR on slows which makes it 5% because it's NOT the strongest slow on the target?

Red Buff > Rylai's.

If no one on your team has a slow, then your problem isn't your mordekaiser build.

I'm done arguing really, there aren't any more points i can make.

Rylai's is a great item, if the rest of your team is terrible, or your team comp is all ballsed up.
