You need to install the correct video card driver, that or update the one you have. This can be done by right clicking on Computer>Properties>Device Manager. Then Go to display adapters and see if it has like a ! mark next to it. If it does right click on it and choose update device. If that doesn't work or if your computer can find it via internet. Then copy the name and google its current version

Also an info what g-card do you have, what system do you use is welcome.
I suggest downloading DirectX Happy Uninstall and remove the whole DirectX libraries than installing the newest from the M$ site.
Than updating g-card drivers.

I've been getting this error occasionally. What I do when I get it is I close down everything I have running (internet, any background programs like xfire, etc..) and then load up the game. That should fix it. I think I've identified the program that is causing it for me but I'm not 100% sure.
