It's best to combine it (early too). If you stack too much of one stat you'll essentially be wasting stats in the end.
"Blizzard spoke thus; Thou shalt not BM. And the players replied Nay, I shall Play my hand with Lethal already on the board. And so Blizzard sent unto them this Brawl of Yogg, As a lesson for their sins of Pride and Greed, for he is the Prophet of Madness and RNG. On that day, the tavern descended into an era of chaos and darkness, until the weekend passed and everyone forgot all about it. Amen. Book of SMOrc, Verse 20, Chapter 4." - Feam T

True. One thing I do and recommend is getting HP first than the armor and MR. Runes and masteries help a lot.
When I play as Mordekaiser, I start with 50+ MR and 40+ armor. Making good use of his farming skills, I get Warmogs and then Randuins and FoN.

No... First resistances then HP. Build one or two resistance items then HP.
Why? Because resistances make HP-reg, healing and shields more effective.
Also, Warmog sucks DONKEYBALLS on Morde..

Yes and no. I prefer to get HP first because my masteries and runes gives tons of armor and MR.
Warmogs sucks nothing. Mordekaiser must get FoN, and its pssive will make your regen hellish. You get 150+ HP regen and 4000+ HP, then 200+ armor and MR to finish everythin. It's a shame that only wise people know that.

Or you just get a spell vamp item and never have to worry about HP again while being able to build damage.

On morde you basically only need around 2500-3000 hp and just get 7527589042395082 MR and Armor since it makes your shield unstoppable. Will of the Ancients is practically a must on him as well.
Although you can build how you want of course, whatever works works.

With 3000 HP, its better to get FoN and let Vlad get Will of Ancients, since it doesnt recover more HP than what you use (only if you hit a whole wave of minions).
Wait there, the topic is about Full armor and MR VS HP, armor and MR. Why we're talking about Mordekaiser build?

Because you brought it up..

So, I decided to make some tests. And, for my surprise, getting HP and then armor and MR is better than wait till 200+ armor and Mr to get HP.
The test:
I got Rammus; 0/21/9 masteries; MPen, armor, MR and HP regen runes. Both tests lvl 18 to be fair.
#1:
Thornmail, Randuin's Omen, Force of Nature, Banshee's Veil, Boots of Swiftness
324 armor, 175 MR, 2741 HP and 92 HP regen
Went to the inhibitor tower and died after 23 seconds
#2:
Warmog's Armor, Randuin's Omen, Force of Nature, Banshee's Veil, Boots of Swiftness
179 armor, 175 MR, 4111 HP and 138 HP regen
Went to the inhibitor tower and died after 26 seconds
I did tested this as Mordekaiser too and the second option (more HP, less armor and MR) endured more than the first. The most incredible part is that with half armor and double HP and HP regen can last longer.
It's difficult to test against champions because they can get APen and Madreds, so both armor and HP are useless. Those are the results.
