Bwong, that's because you've capped your FPS!
It just shuts down some needless windows processes and stuff you really don't need for gaming. Some stuff you cannot actually find on task manager too!

I'll put a cap in yo ***.
But for srs. My FPS isn't really capped. I tested it out with SC2 and there's literally no difference lol.

Skype takes up an unbelievably HUGE amount of resources. It's super harsh on weak systems, I recommend you convince your friends to move to some other voip program.

Well aparently searz didnt expirience how much Skype can take from a system.
It realy eats alot of CPU usage and memory usage. In his way the 4GB isnt realty a problem but a slow CPU is. Skype used to take even 20-30% of an Athlon 64 3200+ Venice 2.0@2.8 GHz.
Believe me Skype is a hog.
Bwong it is wierd you got 60fps capped. You might have the v-sync disabled ingame but you might have it enabled by default in driver options (nvidia panel is a help here take a peek there if it isnt forced by it) if you have ATI card you can also check the catalyst control panel for v-sync options.
