So, I just swapped over to a newer, better computer and I had to re-install all my stuff including league.
Because the mastery pages are stored locally, is there any way to transfer them over that you guys know of, short of writing them all down and transferring them manually?

Not sure where the file where the mastery pages are saved, google it. Then it's as simple as copy/paste (if you have some sort of external hard drive. Otherwise you can try to e-mail it but e-mails have really really small byte limits.

In my opinion, it wouldn't be worth it, it doesn't take long to do mastery pages

I figured out my problem. I just opened LoL on both computers.
