well its kind of a bad thing because you end up with a unclear image :/
where are better ways of doing glow effects.
1. make image black and white
2. guasian blur it as much as you want the effect to stand out
3. change blend mod of that layer to hard light.
(after you have made the image black and white you should also make it lighter cus hardlight makes it darker)
4. make layer mask and remove the stuff that looks wierd

It looks Great! :D except the text. Maybe if it was a different type of font or a different placement. Other than that its great
