I actually think that they are quite superior - if you think about it how small amounts of damage atleast Flat HP quints help you survive?
Especially later in the game, the MS quints might be just that tiny bit of an edge it would require to catch the right target with your taunt etc.
They stack very nicely with the MS from Trinity and FoN (If you should choose to get FoN) aswell.
With 2xMS quints + Trinity+Fon+T2 Boots you are sitting at a pretty darn strong 461 MS - Faster than most people, and when you pop ghost they have no chance to escape you + you have a chance to slow them with Trinity aswell.

MS has diminishing returns.

MY bad, however it is still a strong stat that is usually pretty hard to come by.
Edit: 2xMS quints still actually increase my MS by 11 points - I am not sure how huge that is but it doesn't seem all too shabby ^^
