Void staff? Not needed? On Vlad?

What the hell are you talking about?

As for the build:

When people get some MR buy a Void Staff, sell Sorcerer's and get CDR Boots. Spirit Visage isn't viable for Vladimir anymore. Don't build WotA so fast. First get your Revolver then boots then Rylai's.

Needlessly Large Rod/Amplifying Tome (depending on how much you're getting fed, build Deathcap if you have lots of gold or start building WotA now if you don't have that much gold).

And then finish it off with a defensive item like Banshee's Veil (you can get a Negatron Cloak early on if an AP Carry at mid is dominating you and upgrade it later)

Also, your skill sequence:

You benefit more if you level up Tides over Pool. You don't use pool to damage. Tides and Transfusion are your main damage sources. Pool is your only escape mechanism and you must be careful when to use it.

Level 1, start with Transfusion. Level 2, get pool. After that it's R>Q>E>W.

Best masteries on Vladimir are 9/0/21. Ignite is an important summoner spell because it deals true damage which is INCREASED by Vlad's ultimate as well.

Your runes are kinda wrong too... AP per level quints aren't good at all, especially on Vladimir who will benefit more early game from flat ability power.
