Singed is not a mana hog.. He is in the very early levels, but as soon as you get your RoA you are fine. Unless you are kiting or in the center of a team fight there is no reason you need to keep your poison toggled on.

The build it self is fairly typical for someone who wants a bit more punch with some extra AP but your runes are awful I find for singed. No singed should ever need clarity runes.

Singed is one of my mains so these comments are because I have experience with playing him.

Please do math before choosing your runes. Your quints give you 225 mana at lv 18. 1/4 of that mana is converted to hp. That hp is 56. Flat hp quints give 78. Stick with hp/lv yellows and quints. OR get movespeed quints and armor/dodge runes.
