Nope.
No one knows they said shortly after pax, but there are rumours it's going to bee in 2 patches, because they haven't talked about dominion and they said that the next patch is gonna be 3 weeks away (4 weeks from now) because they want to release the best possible things for the community

Its gonna take some time. We had to update the game so the next patch will be faster (dominion one, I hope). We'll not have a patch this week. It'd be nice if they release it in oct 4th, and give me a free champ (my birthday is coming).

And I highly, very very highly doubt they would give you a free champ, they have so many players, prolly someones birthday everyday in lol, more than 1 person i think!.
