Edit: I remember now ;o. Skarner buffs, Shen buffs, Idk if Riot's trolling but Phreak said Singed buffs, Taric slight buffs. Possible nerfs / fixes include Lee Sin nerf, Nocturne nerf, Orianna fixes / nerf.

YAY, I hope Irelia's sustain on W is nerfed. That's what is in need of one imo.
Kass needs a buff to his AP ratios. Like from 0.7 to 0.8 on Q and E and make his ult's ratio scale with the number of Riftwalks. Then I would be happy.

I don't want to ruin the patch preview but we do have some buffs coming for some underpowered champions as well next patch. From skimming the patch notes I count at least half a dozen champions with "substantial" buffs, plus some bug fixes that are beneficial for some champions.
Please note that "substantial" may have different meanings for different people... I think these 6 are pretty safe though.
