Irelia and Xin are melee DPS, not burst...lol...

burst implies an AP nuke/assassin.

I believe Irelia is listed as an assassin, if not she was at one point

To be fair Xin does have burst damage.

Irelia.. Not so much.

She does lots of damage with a Youmuu's rush if you max her W though.
