Yes, it's not a bad idea to invest in the 15% magic penetration for
Demacian Justice. It deals magic damage, and a hefty amount at that. Nothing worse than trying to ult someone to finish them off, and having them escape with 20 health left because they've been stacking magic resistance.

Think about it this way.
What else are you getting with one point?
2 armor pen? 1 AD? All the bonuses are tiny.
Yet if you take 1 point in that against a target with 3.5k HP, who is missing 2.5k of that, please correct me if I'm wrong but we're looking at 1k-1.5k of magic damage or something like that?
If they have 150 MR, and you pen 15% of that, they'll have 56% dmg reduction instead of 60% Dmg reduction.
4% of 1k is 40, so I think it's a pretty decent investment of a mastery point.
My math may be wrong as well, this is just how I think it works.

agreed.. 9/21/0 is great. crit damage+exhaust, cdr, +archaic knowledge +21 in defense . i would do it if i played him
