Champs are always put on rotation 2 weeks after release. Udyr and Poppy were the only exceptions as they were put in on release.

Riven was released September 14th, it's now October 4th, that's three weeks and she still isn't up.

ya, and I believe talon was put on rotation 3 weeks after he was released, maybe they just didn't think releasing the champ 2 weeks after was a good business model and now they're trying to change it
