Teammates are bad. Nuff' said. Some people can carry themselves higher because they're better at the game. I'm sure they get bad teammates all the time too.
Everyone gets horrible teammates, just suck it up and carry. If you can't carry then you belong at that elo.

Elo hell is complicated, it all depends on your skills if your good enough to be 18k but your 14k then your hell, or you should be 14k but the trolls/leavers/afk's etc brought you down to 12k then your in elo hell.

Right now Elo hell goes up to 2100.
OR JUST MAYBE the players can get over it, and realize they will always have to carry people who have a bad match, are simply worse than they are, or chose a subpar champion and made the game harder for his team as a result.
TL;DR, Elo hell is a bad excuse to lose games. Man up.
