Oh most definately. I like to call it farming etiquette. Obviously since I was attacking the minion the last hit should be mine.
I like to try and keep my lanemate and I's creep kills equal, that way neither of us can say something about the other stealing last hits.

I think last hitting is fair game, its like a competition within your team, thats how I approach it =/.
As for how to deny exp:
1. Only last-hit minions!

-. Don't harass minions.
2. Zone your opponent(s)
-. Keep them away from your minions.
-. Avoid getting attacked by enemy minions.
3. Stay in the brushes
-. Stay within exp range yourselves.
-. Try to open up for a kill.
This is recommended in 2v1-lanes, and lane dominance.
PS: requires a legitimate partner, and difficult with AoE based champions e.g Mordekaiser.
