I'm using 15/15/0 on Nasus. The increased life steal really helps out at all points of the game.

I go with 11/10/9 on Nocturne and Xin, but 21/9 on WW. The 20% Buff duration does not seem as significant on him because after the first round I am usually giving blue buff to my mid and mid-late game I get frozen mallet so at that point I do not need the red buff.
Buff durations have never been must have for all junglers and never will be. They're good but often times there's better investments.
I like the masteries you're runnin Lugi, if you mapped it how I imagine, that sounds strong for Nasus ^_^
Haven't spent enough time with the masteries calculator to know what 11/10/9 does but I'm sure it's cool too :P
