They just made Olaf a beast in lane, not in the jungle, that's where Udyr reigns.

Olaf is a solid jungle he's just not as good as Udyr.
And he's gear reliant where Udyr in Phoenix isn't very gear dependent.
So those are the main factors, Udyr wins in clear speed and gear independency, which is what you're ideally gonna have in a jungle.

I don't ever comment on these things with bias though, lols. I am an unbiased commenter, when I speak with strong convictions it's via the confidence of personal experience.
I just prefer to run lots and lots of match ups and tests and I've personally used Olaf in the jungle (Got to gold jungling him in season one pre-buffs) and I've also jungled Phoe Udyr and it's a comfortable advantage for Phoenix Udyr in the jungle.
He clears faster, stays healthier, less gear dependent, etc.
I do prefer Olaf ganks and he can solo dragon as early as level 6 if you have Wriggle's but still. Udyr better jungler IMO ^_^

Udyr has always been better jungling.
Old-laf was vulnerable in the jungle no matter what route he took while Udyr was the Mundo of the jungle. Did as he pleased.
Unless Olaf gets significant buffs targeted towards the jungle, he's going to be kind of weak in that area. Lack of a strong, reliable gap-closer hurts him in this regard.

It has nothing to do with his jungle speed or his ganks ughhhhhhh lol. People say this every time they mention Olaf jungle but it's not correct.
Olaf has good jungle speed and gank power. I honestly prefer Olaf's ganks to Udyr's ganks.
He's not a great choice for jungler because he's too gear reliant. As a jungler you want your strength to be in your skills, not your gear. ^_^

1: Jungle speed
2: Gear independency
3: Gank power.

I've never seen good ganks come from Olaf. That might just be me though.
Also, what qualifies as "gear independent"? Being able to clear the jungle at level 18 without any items or, being underleveled and still clearing with sufficient speed?
