I don't personally prefer any of these 2. Graphics are rather weak and I'm kinda hating AMD processors. You'll get a lot more power if you build one yourself. You can also find a store where you pick parts and the shop assembles it for you for like 30$.

Things turn out best for the people who make the best out of the way things turn out.

Yea, about 3% faster. The improved clock rates doesn't do ****. You're buying that card for the fan and the fan only.
If you don't mind a little more noise then you can get a normal card to save money.
I'm recommending that processor because it's the one that will probably hold out the longest of them while still being good value and relatively cheap.

Oh my friend this is where you are a little off. You get way, way way better cooling fan. With that your card is a lot quieter and cooler. For that, you can overclock it a lot(especially with MSI overclock tools) and can be overclocked to be like 20% faster without need to put a better cooler to reduce heat. And it has Eyefinity, you never know, maybe he'll need it one day.
But like you said, my card may be for more serious gaming and overclocking. For him it may be better to take 30$ cheaper basic HD 6870 and invest that into better processor.

Nope. Like I said FOR THE FAN ONLY.
I'd personally buy a card with a fan like that because I'd overclock/want a quiet fan, but I don't think it matters to him..
