It all depends on what you need or feel comfortable with.
Nocturne if you like to jungle. If you don't jungle I wouldn't bother with him.
Talon is an amazingly bursty assassin who is just amazing if you get someone who can play him. Also
Talon+
Soraka can counter most ranged AD + Support. Actually Talon can counter most anyone...
Riven is similar to Nocturne as far as jungling. She is a GREAT jungler who can gank so much, so fast, and is all over the place. She is also good in the lane.
Kennen is a champ that can just be mean. Fast, long range, bursty, great ult, can stun multiple targets. If you can learn to play Kennen well you can really carry team fights.
Xerath. I highly enjoy Xerath. Love playing him and have had some good success with him. Especially in Dominion. But unfortunately for me my guild needs me more as a support so my AP carry days are on hold. Luckily the only real good ones I have seen are in high elo streams. Few can play him well. He, of all of the ones you mentioned, is affected most by team composition and the opposing team's composition imo.
Of them all I would say Talon or Riven. But that is my opinion.

When I get my IP back that I originally had spent on dodge seals, I plan to buy a new champion. HOWEVER, i'm having a great amount of trouble picking a champion. My first choices are:
Sadly, i've had only a limited chance in playing all of these champions (maximum of two times each) and I'm not sure which would be best to buy.
Any thoughts?
