You need to clean up your build order, only complaint.

If you jungle with Voli, Wriggles is your best first item, and you will want either Wit's or Maldred's rather than Atma's to get some attack speed. Other than that, you will probably want to follow the rest of this guide to play your team's tank or off-tank. I do find Voli to be a very slow starter when it comes to jungling, though. You'll be at least 1-2 levels behind when everyone else is getting their ults at level 6.

I think I wil make a jungle route but I haven't tried jungling too much with volibear. I might just chuck in a wriggles and cloth armour and 5 pots. thanks heaps

VERY good build, ive seen this build in action and is great support with the Zeke's Harbinger and great tanky dmg with atmogs! i like how you've put the last item up for debate, depending on what your enemy team is.

i recommend making a jungle route aswell

Thanks everyone. I was thinking about putting in some dif items such as spirit visage and sunfire cape. I've used wits end in my build before but my friend told me that since ive already got my vamp sceptre why not build starks. I might put in a trinity force but the build is fair expensive as is. madreds would be nice though. ill conisder it thnx for your feedback

This is the best tanky lanebear build I've seen yet. Stark's is hands down the best first item you can build for Volibear while laning. I would like to see a lanebear variant that focuses on Maldred's and Wit's End for Tanky DPS rather than Atma's since I feel volibear makes one of the best secondary tanks your team can have (I'm of the opinion that Shen and our cuddly Armordillo make the best tanks for surviving lots of damage).

Also, you might consider Triforce as a final item. It has great synergy with Atma's, health isn't quite as good, but it also has Attack speed for basics and ults, and with that much AS you don't really need to snare with every single hit. And Surge is my favorite tanky dps summoner spell. It gives volibear's ult some real killing power in team fights. Needless to say he teams well with players that run with group haste buffs (lets call him Warwick).
