Actually it's less movespeed...2%, although it doesn't have the health condition. Personally I like to get both by going 0-21-9 on most tops anyway.

3% HP is phenomenal along with 10% CCR.
Armor and MR are 6 of the best points for any solo period. HP /p lvl is ok. Flat HP strong.
Honestly it's one of the best trees.
... All that being said, there is legitimate merit to going 21 utility. You simply have to evaluate -why- you're doing it.

If he's right and it's ~1.2 health a second, why would you evvvver take that over 6% CDR?
Doesn't sound right to me though - Ryze gets 30-40 HPreg from it when he has 3000-4000 mana.
Edit: Yeah he's completely wrong, 1% of 700 is 7. And 700 is actually REALLY LOW for a level 18 champ, only Ashe and Vayne have below that.

but awareness, ms, cdr, flash cdr (twice actually) gp/10, hp/5, and another pot is imo better.
