right click on your desktop and click "personalize"

at the bottom of the personalize screen it should say "Window color"

it gives you a bunch of color options and an option to make a custom one.

Yeah see, mine doesnt have that anymore, for some reason i click that and it comes up with a different window. So I just chose the Windows 7 theme and changed the background.
