This is mainly to keep people interested and offer new things for them to learn. Offering a cycle of tutorials and gradually adding more will keep people interested. Although the tuts would be for (almost always for) gfx design it would offer other aritsts a different technique to try without them needing to go far off the beaten path to find tuts like these.
