Malphite is good counter pick to some top picks. But is easily countered himself if first picked.
Team 1 picks Wukong or Talon. Team 2 picks Malph. Malph is far too sturdy to be assassinated and gets free shield to say sustained. Wukong and Talon lack sustaining power against Malph's poke. Malph wins the lane.
On the other hand.
Team 1 picks Malph team 2 picks Nasus. Nasus free farms Q because Malph can not fight him til 6 and by then he's too strong.
There really isn't such thing as a "perfect" top laner. Every champion has their strong and weak match ups.
All that to say...Malph is viable.

Malph gets destroyed by most good top laners.
His poke is pretty decent and damage is ok, but his mana-regen is really ****ty and he's not durable enough to make up for it.
Sure, I haven't seen nor played him since buffs, but they didn't buff him a lot.
