Yep, there's absolutely nothing you can do about it on most melee champs. At best, you'll get in one or two autoattacks, and Riven's autoattacks will do more damage than yours anyway because of her passive. Because she doesn't use mana, she can do this every time her skills are off cooldown.

They're just dividing the Riven players. When you have to use Ki burst as a CC ability, I actually see it as an improvement. Leaving Ki burst off CD, so when you need it, you can use it, not the general "I stun you because I can't do decent damage otherwise". But instead it's "I hit you and do good damage, while I got my cc ready to counter whatever you're planning"

She's not exactly gamebreakingly OP, just really strong, and her playstyle can be incredibly annoying to deal with in lane.
