Actually, if 
Singed has catalyst the protector and his Insanity Potion on, he is already unkillable for a 1vs1 or 1vs2. A great Singed will use his ulti to harass you out of the lane. And many opponents can't deal with that.
You could compare his ulti as an OP-Version to Dr. Mundo's Maximum Dosage.

Singed giving you problems up top? Play Renekton. If uses Fling then you use: Cull the Meek, Ruthless Predator, and then Slice and Dice through him. Guess who wins that exchange every time.

Kassadin, Garen, Tryndamere, Xin Zhao, Singed, Brand, LeBlanc.
Kassadin is just ****ing annoying with his silence, slow and conctant escape.
Garen has the dumbest idea of an ulti on a tanky champ. Often played by lame idiots who don't know how to act as a nice person. (In my matches at least)
Tryndamere has been my worst enemy since I started playing this game.
Xin Zhao is often played by lame idiots who don't know how to act as a nice person. (In my matches at least)
Singed does waaay too much damage for being a full tank.
Brand does way too much damage for his range.
