Yes, that's the idea, he would function just as well as a support. Remember, his stun is a good gapcloser, and the Frozen Mallet will keep them in place. Once you get Trinity Force, you can even deal some serious damage.
It's good because his ultimate gives him bonus AD and AP, which, if used before his W, can result in a higher burst from AP, but also a tremendous bonus to AD, which is heavily underestimated. Besides, last time I played tanky AP, once I used my combo, it annoyed me how I could not do anything to help my team out. This item build helps me constantly slow their carry so my team can rip them apart, and I can actually deal higher consistent damage than any AP build could. The heal isn't so bad either, because of the cooldown-on-hit effect on it.

Also starting Doran's Blade isn't that great if you are indeed playing support, mana would be a huge issue if your opponents have a stronger lane presence.

My build goes like this:
Items: Doran's Blade > Mercury's Treads > Aegis of the legion > Frozen mallet > Frozen Heart > Trinity Force > Atma's Impaler
Runes: Armor pen marks > Flat Armor seals > Scaling Magic resist glyphs > Flat health quints
Masteries: 21/9/0, with full AD in offense, and Veteran's scars in defense. I take a point in Summoner's Resolve in defense, and Summoner's Wrath in offense too.
Summoner Spells: Cleanse and Ghost.
