He's the perfect tank though. That's the thing.
His ganks are strong, if not perfect, his initiations and disengages are superb with a combo of


He farms well solo top, works fine solo mid and, you can play him as a support if you're so inclined!
He can do everything and anything. And he does all of them really well.

I didn't deny the fact that he's a good champion, though I'd question your statement that he works good as a top laner...
He can jungle and support (to a lesser extent) exceptionally well, top/mid he can do, but NOT well.
The point I was making is the fact that Mao has ALWAYS been this strong in the jungle. Always. He's not been buffed practically at all since release, or at least close to release (don't quote me on that). The fact that a supposedly underpowered champion can get nerfed seems stupid to me. He's ALWAYS been that strong as a jungler, people just failed to see it.
