Well, I think it's just as important for the jungler to contribute to a push as ganking a lane. If a solo champion leaves the lane, jump into that lane and start pounding on the tower. 
Shaco is great at doing this, as he can also ward the bushes with his Jack In The Box. That's why I play him Jungler + Pusher :)

If I'm jungling and all the lanes are pushed and they wont stop pushing. Just keep yourself farmed and get ready to wreck mid / late game. Also keep counter jungling because more than likely their jungler is trying to gank his lanes to keep the presser off of his team.

Buy like 4 wards, and light the ****ing map up.
Pushing is good unless your stupid team dies. So if they are pushing, it's okay. Just help them not die, and ward for them, all over the enemy jungle.
Then, ruin their jungle's life when he goes to gank. Counter gank him, steal his jungle, just make their life hell. You will know where he is, so show up whenever he does.
