First of, do you have runes.
If not, Get some yellow armor runes.
They greatly increase your ability in the jungle.
Also, attack speed red runes is quite good her.
Shyvana is not the "best" jungler in the world, but she do have her strength.
A good strategy that works for me, i being SUPER aggressive, go pick a fight with the enemy jungler, or make a fast, level 2, red buff gank.
This is what Shyvana excels at.

I do have runes, but I haven't tried armor runes with her. I am not yet level 30 so I have only really bought runes for a few champs. I do have armor for my tanky page though, so maybe I'll give it a go with that.

Yes i do, i feel he fulfills that role better.
And armor runes is pretty standard on about 80% of all junglers.
13 armor might not seem as much, but make jungeling 50% easier.

Shyvana imo should either be a) counter jungling b) farming like baws or c) camping lane all day long. She generally shines at a mix of farming and counter jungling.
Armor runes are awesome but if you don't want them Cloth armor is always a solid start ^^
