i love how you say that caitlyn has better CC than MF, when MF has a big AOE slow whilec caitlyn just has traps, which can be easily avoided and are just a mere annoyance

This build makes Sej a justifiable tank. The cooldown times allow her to be a threat to slow enemies at anytime and her boots allow for heavy ganking to take place mid game. Although she is a tad squishy early game with this build, her survivability makes her a mid-game threat.

Not feeling the boots of mobility... or the odd tenacity item... why stick yourself with a tenacity item when you can get it from boots? Like you listed later in your guide... Ninja Tabi or Mercury's Treads are the best options.

Indeed. You seem to misunderstand. If you have a support, it is better than you are with a carry bot -- there is no reason to have a Support and a Support Tank bottom lane, it makes no sense what-so-ever. You'd be better off top laning. You see how that works? Or are you to incompetent to understand?

For a Sej that is laning I don't know of a better way to build. As your building her she is a little more support tank than hard tank but that's the only way to do it in lane. Personally I believe her to be a fantastic jungler and play her as such but this looks entertaining.
