You have two choices:

a.)Change it in options while you're in a game
b.)Change it manually by editing game.cfg located in \Game\DATA\CFG\ folder. Find Windowed=0 and change 0 to 1

Things turn out best for the people who make the best out of the way things turn out.

Like Zoki said, the trick is you have to actually change it while IN a game.
