You should also state what starting items to buy, as well as other important information, for example, warding (since GP is the best, if not, one of the best farmers out there, it'd be a waste if he doesn't buy up wards, especially if he goes around the map anyway for ganking).

Also, I disagree with two of your cons.
"He cant escape if being chased cause he has no escape mechanism" - In fact, he has his Remove Scurvy and Raise Morale, both to dispel debuffs and increase his movement speed. He is very slippery, compared to most champions. These two skills are his escape mechanisms.
"Low armor penetration" - This is not an innate skill in any AD champion. This is of no concern in regards with the champion, but with the items, runes and masteries themselves.

Your critical damage blues and yellows are better off for something else, since the Reds outshine them by 200%. It would be better if you replace them with some other runes.

And if you have a problem with armor penetration, then you can use Armor Pen Reds and/or Quints.
