Yeah but unless the laner you're ganking has no escape possibility you won't get that much benefit from W, but if you have Q maxed you have R+Q combo and he can't get away from that if you lock on him.

Q is RELIABLE damage. W is not. Q scales upwards much quicker than W. Q costs more mana, but who cares, you'd never run out unless you max it anyways.

In addition to what Zoki and Searz have already said, one point in W is sufficient for jungling at all stages of the game. Against small camps, just the single point in W and Warwick's passive are enough to keep him at nearly max HP throughout his jungle.

With a good enough leash on wolves and blue (lets say Xerath Q on wolves, hard leash on Blue from top lane), you can even start with Q, but it won't change much for you.
