Lee Sin and Shyvana are easy to climb the ELO ladder. They jungle quite smoothly and can perform very well ganking. They are also very mobile so that's an added bonus!
Volibear and Sejuani aren't terrible champions but they shine greatly when they are used with players that know what they're doing. For example, they're great with Arranged 5's or in some high-elo games. Lee Sin and Shyvana are stronger in my eyes though.
I'd also recommend purchasing
Maokai;
Skarner,
Shaco and
Udyr in case someone goofs up on a ban in ranked if you focus in ranked. Those four above are the strongest junglers in the game in my opinion. Unfortunately, they get banned a lot. When they are played properly though, only scattered bodies of the enemy team remain :S
But to cut down to the answer and to pick the champions that you specifically listed, Lee Sin or Shyvana. Whichever works. Lee Sin if you like kicking everything in sight. If you like playing Amumu, Lee Sin is a definite yes. If you like being a dragon and spitting fire, Shyvana goes roar.

Fiddlesticks here, fiddles is quite easy to counter thanks to the heavy AP but the ability to gank and to do massive damage in teamfights is really great! Using ulti over the wall to jump in the fights and flashing in is a very easy and painfull gank + the silence and fear make them quite vulnerable.

If you like Udyr you might like Shyvana best, I hear they are fairly similar.
Lee Sin is much better at ganking and Shyvana is much better at farming and counterjungling.

Shyvana clears much faster, I believe she is up at the top with Udyr as the fastest jungle clears in the game.

If you were looking for that, Shyvana. Lee Sin is just fun because he ganks well and jumps around everywhere :P. Shyvana is more of a "solid" jungler though. Lee and Shyvana work fine though.
Nope, Olaf isn't the fastest clear. However, it might be true because they are buffing him drastically.
A good build for Shyvana? I honestly don't agree with most of the MOBAFire Shyvana builds. However, she is the typical jungle runes with armor, attack speed, etc. You build into a Wriggles, Wit's End and the rest is situational. "Professional" Shyvana players, feel free to correct me or add your two cents.
