I'd say shyvana is the better jungler of the two. She's sooooooooooo strong late-game, with a gap-closer, speed buff and very nice damage! Also soo tanky.
Lee's damage has been pretty gimped through the various nerf's. He's better at ganking than shyvana, hands down. But his ganks are also quite tricky to nail.
