It still looks like most ppl are totally resistent to intelligence:

Event/Tournament -> Riot is totally overburdened and has no time to do anything at all except for streaming and "great" match moderating...

It wouldn't have any effect on the tourny, really. IEM Hanover's using Nautilus patch with the Shen hotfixes, so it's not actually current anyways.

I thought he was implying that the quality of the champion would be impaired due to having a moderate a IEM tournament, of course you they have different departments for different sections but I would suppose their full-focus would be side-tracked.

All tournaments are almost always 1 patch behind. I believe it has something to do with allowing players adequate time to fully develope a strat or skill set with a/set of champion(s)to implement without it being completely useless or potentially useless because of champion nerfs in the next patch.
Imagine practicing with TF (pre ulti nerf) for some sort of strat only to have it mucked up for the next tournament because they nerfed his ulti...If that makes sense.

Yeah because it is Phreak how makes all the work with the champ. Dude you are sooooo negative all the time. The last time they rushed 2 champs we got Riven and Graves both with an insane kit that should't be on a champ like that with such scalings and stuff. The guys how do stuff are the once you never hear of. Morrello might desinge a few champs but the big chunck comes from guys that does not do the PR work.
So yeah pls think about your statments. It is nice to be critical, but at least use that Pink thing in your head.

The next champion patch will be released sometime for the week of March 16 through March 23rd.
Also, the champion after that will also be on a 3 week schedule.
