Great build!
I play Singed A LOT and he is an awesome tank. Your build seems very nice indeed and I'll try it out right away but I suggest you get the quintessences which give movement speed rather than health and grab the movement speed bonus in the utility masteries. I know you will be less tanky but honestly it is worth it. Harrassing with poison trail will be a lot easier and your surivability early game will be outstanding! The rest is just perfect for singed though i would trade in that rylai's for a second rod of ages if late game requires you to be extra tanky (your passive will get you to above 4k hp and you will have enough armor to solo a turret while 5 guys attack you with eveything they have!).
