So to sum it up; the best CDR items for olaf are these, right?
Ionian, Ghostblade, Randuin, Shurelya and Spirit Visage.
I'm thinking that the other CDR items have too many/big wasted bonuses like the mana on Frozen Heart. Mana is useful, but does Olaf really need 500mana in lategame?

FH+Ionian should be actually capped CDR. So just rush glacial after ionian and wriggles(you could also build spirit visage vs mages top combined with randuin's later.) and you got what you wanted. FH is I think actually also the best item for pure defense in armor. These aura is just a must in every teamfight.
And as Olaf, you can still use the mana, spam axes all day long.
BTW: You need runes for maximum resists, not cdr... CDR runes suck on Olaf...

FH is kind of a waste on Olaf imo. I consider both Shurelya and Randuin to be better utility- and defense-wise. (Shurelya is better for it's price)

Who gets shurelya's on Olaf? He neither gets philo nor does he need the ms(in a good build, he already has enough) nor he is a support. And paying that much gold only for cdr, meh... And most of the time, the support gets it anyway.
And Warmog's Armor is all HP you need on Olaf (read dat duff guide).
If you don't want Ionian Boots of Lucidity or Frozen Heart on Olaf, cdr is hard to itemize.
