Isn't Shyvana a god tier jungler?
Back on topic, I'd say Nocturne and Skarner aren't god tier junglers, but they are very useful junglers.
It also depends on your team setup. If your team has burst, I'd take Skarner. If your team has mobility to follow up, I'd take Nocturne.
Then again, it's all preference :$.

Skarner is God Tier, but hes more of a farming jungler until 6. Udyr is God Tier as well, but his ganks are only okay. Nocturne is God Tier, and extremely good at ganking. But his early game is really squishy.Lastly,
Lee Sin. He does everything very well, and the only downside is that he's really hard to play (according to a lot of people).Take your pick.

So lets make a list
Warwick Babys fist jungler. A lot of sustaian and hugh atk speed buff. Clear time is not the safest and ganks are not the best pre-6. But he is very safe in the jungel. Since the changes to his passive he is more commonly seene in the Top Lane.
Shyvana Fast counter jungler. Pretty bad ganks with out summoners or lane cc pre 6, after 6 it gets a littel bit better. Highly picked. Commen counter Pick to her are farm/controll junglers like Dr. Mundo, Udyr, Skarner or Nocturn.
Udyr Fast jungler with a good alround kit. His ganks can become very deadly if the lane has any kind of slow, snare or hard cc. He can either go counter jungel or stay in his jungle and paly the controll jungler.
Dr.Mundo High clear speed and perma slow. The commen counter to counter jungling as he clears the jungel incerdbly fast. The lack of and escape/speed buff pre-6 does lower his counter jungel abillitys.
Skarner Controll jungler to the top. A bit out of favor since the nerf. But a bit underated in my eyes. Ganks pre-6 a are a bit weak unless your lane has either cc or a lof of dmg. After 6 they are very hard to get away from.
Maokai Gank jungler. Has incredel lvl 2 ganks that can be peformed even close to the enemy tower due the root and knock back. Very tanky and a 20% dmg reduction for his team. Vulnerable for counter jungling, but can handel it with out ganking the enemy.
Nautilus Same tire as Maokai. A lot of CC and incredeble tanky. His fist jungel clear is a bit slow but if you can get the ganks of you lanes can snowball pretty hard.
Rammus Fall a bit out of favor becaus he has a very weak early game now. If you can procete him and he gets his first few lvls he has incredibel ganks and will be very tanky. A good taunt can win Team fights.
Shaco Maybe the most annoying gank jungler to be. It is very hard to ward against him and his early game dmg is dame high. If you can avoide his ganks early you make him usless.
Alistar Gank jungler to the max. 2 hard cc that can can't be counterd/ lowerd. Can gank from near you tower and push you in the middel of the lane. His clear speed is very low and most of the time you want to gank then to clear your stuff if you can.
Riven Fast gank jungler. Good clear time and powerfull ganks. A bit hard to play but quite safe in the jungel. Most of the time you want to clear the small camps and gank right after.#
Nocturn Pre-6 ganks are not that great, but his clear time is very fast. After 6 his ability to ignore wards and put out a lot of dmg and have a hard cc. Quite underrated in my eyes can be very sacry mid to late game.
Shen The tankiest jungler you can get. A bit slow in the jungel, but a lot of sustain. Ganks can be very good if you can land your taunt and your team can flow up. Global shild gives him the ability to Counter gank like no other.
Lee Sin The all in 1 jungler. Not the master in anything but always a solid pick. Hard to counter jungel, good ganks and a lot of mobility. Can go counter jungle but depends quite a lot on the enemy jungler.
His skill shot and ulti make him easy to fu up with. Can either go tanky or dmg depending on the team comp.

Nocturne over Skarner. Skarner's early game is too dependent on blue buff which means IF you die and lose blue or it's stolen...You're kinda useless.
As well Noc's ulti has so much utility if you know how to use it. Skarner means you can grab their carry, but if they get QSS you're worthless.

Get Lee and hope he isn't banned. Other Junglers cannot really outclass him atm, they can only outban him.
But regarding Noc Vs Skarner, I'd take Nocturne, he is much easier than Skarner and his ''OPness'' comes out faster.
But if you really want a consistent Jungler I'd suggest Skarner, he gets so strong and that ultimate is incredible, enemy out of position? HUEHUHEUE

Well im the jungler of my ranked team and i usually use Shyvana and Warwick for the job and im thinking about a god tier jungler so i need a recommendation, i love to gank, destroying jungles and when i have a visitor i like to give him a warm welcome (obiously by killing him).
