This may just be my personal thoughts, and I could be crazy for thinking it, but I think leveling Singed's slow to max before maxing out fling is more important. He's a tank, so his first priority should not be more damage. If leveling fling reduced cooldown, I would understand it. But I'd rather be using an aoe slow of 75%, than doing a wee bit more damage. It seems like alot, but considering alot of people build MR nowadays and you can't really build MPen with losing a bit of tankiness...
But besides that it a rather good guide, I'll save my voting for when you finish it because you said you were still doing some work to it.
Unfortunately it's hard to finish an entire build (time and the constant upgrades that LoL suffers). Anyway, I'll try to update it whenever I have the time.

I'm still trying to fix some coding problems...
Anyway, I've inserted a section where I explain why do I max fling first. In the end I think it's just a matter of role. Anyway, feel free to try to max fling first and send me your feed-back again. =)
