I actually believe cassiopeia because of her ability to constantly harass and Talon really needs to wait for E to make a combo. A few Qs to the face and talon won't dare to engage. Before he is out of range after combo his silence ended and she can easily land her combo q, w, e, eller, e.

I think that Cass will less hampered by counterbuilding than talon. He needs early game damage items. Cass can get by with survivability at the start thanks to high base-damage.
