Troll voting is not a bannable offense, unless the user was proven to have created multiple accounts and downvoted the same guide by changing your IP or creating multiple accounts. There also may be several other reasons not stated for his ban.
Rules:
"Members are permitted to open one account only. Members found to be operating more than one account may have any or all accounts removed at the discretion of MOBAFire. If you are having trouble accessing your account reset your password or contact our support before creating a new account."
"Each member is expected to vote in good faith and without bias casting a single vote on any active build on the site. Working around site fail safes, bribing, falsifying or otherwise "fixing" voting on any build, comment, champion or other content is strictly forbidden. You get 1 vote and 1 vote only, use it wisely."
That's all I found contributing to what may have banned him concerning voting/multiple accounts etc.
Upon further research, I found there are 2 accounts "Mooninites" and "Mooninites7". Both have the same description of ELO and level, both have the same summoner name in the exact same region (pretty sure that's impossible for 2 different accounts) and post very similar things.
"Mooninites7": 'people think rep means something, it's a joke is basically all you need to know.'
"Mooninites" blog: 'They think Rep = respect' 'Rep seems to be such a joke now a days'
Eh, they seem so similar, say similar things (in the things they say that are similar) and other stuff. Not that this specifically is the case that both accounts are his, but it might be a contributing factor. I can't check the whole "Troll Vote" thing, as it says the page has been fragged.
Again, not gonna say that he was doing that much wrong, but there definitely seems to be some connection/evidence, not to mention the admins could probably go deeper and look into the IP adresses and do more detailed research.

He was banned because he specifically targeted every guide written by one person, typed 'troll vote' as his only text and publicly stated in a pretty hostile way that he was doing it to prove a point.
Basically, he was being a ****. Troll voting might not be against the rules but harassing other users is.

All I knew was he was banned, didn't know the specific reason/see anything that proved it. Then again, I haven't been hanging around guides recently. If that's what really happened, it makes sense.

Apparently he was ready to take the hit since he willingly broke the rules to "prove a point". So the ban was not for trollvoting but for harassing someone.
